イラク戦争開戦決定付けたブッシュ政権の嘘の声明の累積―９・１１以降９３５回の嘘声明、メディアの大量報道も効果増幅：米調査報道

President George W. Bush and seven of his administration's top officials, including Vice President Dick Cheney, National Security Adviser Condoleezza Rice, and Defense Secretary Donald Rumsfeld, made at least 935 false statements in the two years following September 11, 2001, about the national security threat posed by Saddam Hussein's Iraq. Nearly five years after the U.S. invasion of Iraq, an exhaustive examination of the record shows that the statements were part of an orchestrated campaign that effectively galvanized public opinion and, in the process, led the nation to war under decidedly false pretenses.

On at least 532 separate occasions (in speeches, briefings, interviews, testimony, and the like), Bush and these three key officials, along with Secretary of State Colin Powell, Deputy Defense Secretary Paul Wolfowitz, and White House press secretaries Ari Fleischer and Scott McClellan, stated unequivocally that Iraq had weapons of mass destruction (or was trying to produce or obtain them), links to Al Qaeda, or both. This concerted effort was the underpinning of the Bush administration's case for war.

　米国の調査報道を専門とする独立系報道機関「公共の完全性に関するセンター」（The Center for Public Integrity）は２２日、「イラク戦争・戦争カード―偽装に彩られた戦争への道」（Iraq-The war card orchestrated deception on the path to war）と題するチャールズ・ルイス（Charles Lewis）、マーク・リーディングスミス（Mark Reading-Smith）両氏共同署名による調査報道記事を掲載。

　その中で、両氏は、ブッシュ大統領をはじめ同政権の高官７人―チェイニー副大統領、ライス大統領補佐官（国家安全保障担当、当時）、ラムズフェルド国防長官（当時）を含む―が、２００１年９月１１日の米同時多発テロ以降２年間にわたって、イラクのフセイン大統領（当時）による国家安全保障上の脅威に関する少なくとも９３５回の嘘の声明を出していたことを明らかにした。

　またそれによると、演説、背景説明、インタビュー、公聴会やその他の別々の少なくとも５３２件の局面で、ブッシュ大統領とブッシュ政権の３人の高官が、パウエル国務長官（当時）、ウルフォウィッツ国防副長官（当時）、ホワイトハウスのスピーチライター、アリ・フレイシャー、スコット・マクラーレン両氏とともに、イラクは大量破壊兵器を既に保持している（さもなければ製造もしくは獲得しようとしている）と明言。またイラクが国際テロ組織アルカイダと関係がある、さらにはイラクは大量破壊兵器とアルカイダ双方と関係していると明白に語り、これら一致した発言が、ブッシュ政権のイラク戦争開戦の大儀につながっていったという。

　ブッシュ大統領１人に限ってみると、同大統領は、２５９件の嘘の声明を出した。そのうちの、２３１件はイラクの大量破壊兵器問題で、残りの２８件は、イラクとアルカイダの関係についてだった。パウエル国務長官は、イラクの大量破壊兵器問題で２４４件の嘘の声明を出し、イラクとアルカイダの関係については１０件の嘘の声明を出した。

　同調査報道記事は、「これらの大量の嘘の声明の累積的な効果は、数千のニュース記事や報道によってさらに増幅され、開戦は不可避という突き崩すことのできない雰囲気を醸成していった。ほぼすべてと言ってよい通信社や何人かのジャーナリストがこれに手を貸した」とし、こういった「独立した」報道ニュースが、ブッシュ政権の開戦努力にゴーサインを出したと結論付けている。

　この調査報道記事は、ＡＰ通信など国際メディアも全世界に流したが、同通信によると、ホワイトハウス報道官は２２日夜の段階で、何の論評も発していない。
